I’m a Substack noob and accidentally deleted your comment! But you asked great questions!! YIMBY Action and CA YIMBY both have organizers who can help. Rather than writing an email blast for you, they’d give you access to their comms infrastructure to write your own email for everyone in your list
They have resources like guides for organizing and mobilizing, though I’m not sure exactly what. Definitely good content for another article
