Didn't you also grow up / go to high school in Lafayette? I'm sure that the person writing that letter is a "longer-time resident" than you by virtue of just being old, but it's pretty gross to tell folks who grew up in a town that they don't have a stake in the direction of policy in their literal hometown.
I had a very sobering conversation with a neighbor in her 60s who revealed to me that she believes 20 and 30-somethings in the bay area all want her to die--because of Prop 13.
Anti anything that would introduce new residents. She perceives growth as a negative, in any and every direction. She makes the claim that growth has caused a decline in municipal resources. Hard to disprove, as she referenced specific services the city use to provide that no longer does provide. She doesn't connect the dots between her Prop 13 tax savings & that decline, because she overestimates the tax revenues generated by the modest growth that has occurred.
